Mandrel for Pen/Pencil Making

Up for auction is a mandrel for pen/pencil making. It measures 7 1/2" long, by 3/16" in diameter. I see a brown color on post, but the two nuts move freely. I am totally unfamiliar with this craft, so if you have any questions or help for me, please feel free to ask. I am selling wood separately. Can ship first class in bubble envelope.
