Thanks.VISCOUNT Aerospace Made In England 12-speedThis is one of those unique British made road bikes that are not easy to come by.  Viscount was known for their lightweight tubing and emphasized this in their advertisments that they used a mixture of alloys similar to aircraft tubing thus resulting in its lightness.
